Commercial Waste Zones are landing borough by borough. Find out when yours starts

For decades, any carter could pick up any commercial waste anywhere in the city. That is being replaced, zone by zone, with a system where a small number of awarded haulers serve each area.

It is rolling out through 2026, and the date that matters is the one for your zone.

What has gone live so far

Midtown South and Staten Island took effect on 3 May 2026.

Brooklyn North and Upper Manhattan took effect on 11 July 2026.

DSNY has proposed rules for Brooklyn East, Manhattan Northeast, Queens West and Manhattan West.

If your address is in a live zone, your carting arrangement has already changed or is about to. If it is not, you have time — but not an unlimited amount, and the transition is easier when it is not urgent.

What changes for you

Your choice of hauler narrows to the carters awarded your zone. Precios is regulated rather than negotiated in the open market, which cuts both ways depending on what deal you had.

The practical work is administrative: confirming which zone you are in, contracting with an awarded carter, and making sure the switch happens without a gap. A gap means waste sitting somewhere it should not, which is a sanitation violation and — if it sits long enough — a pest problem, which is a Health Department violation.

The set-out rules that catch people regardless of zone

These apply now and are enforced independently of the zone rollout.

Waste goes out no earlier than 8:00 PM if it is in bags. That changed from 4:00 PM in April 2023 and a surprising number of operators are still working to the old time.

If your waste is in a container with a secure lid, you may set out earlier.

That difference is the whole argument for containerising. An hour of bags on the pavement in August is an invitation, and everything that comes to eat them is a critical violation with your name on it.

Containers are the direction of travel

The requirement to get commercial waste off the street and into a secure bin is expanding across business types and corridors.

If you are going to end up containerised, doing it before you are made to is worth it. It buys you the earlier set-out window immediately, and it removes the single biggest reason pests come to your block.

What to do this week

1. Find out which zone you are in and when it starts. DSNY publishes the map and the dates.
2. Check what your current carter's status is in that zone. If they were not awarded it, you will be changing supplier, and you would rather choose than be assigned by a deadline.
3. Fix your set-out time. If your closing routine puts bags out at 6pm because that is what it has always done, that is two hours of exposure every night and it is also a violation.
4. Price containers. Then look at your last two inspection reports and count the pest-related points. That is the number to compare against.
